The CSCA mission is to foster a thriving and welcoming community; to uphold a safe, hospitable, and attractive oasis for all ages by honoring our rich architectural heritage and the environmental sanctuary that surrounds our homes. This mission is upheld by volunteers on the Carderock Springs Citizens Association Board, working in collaboration with the Architectural Review Committee (ARC), the Tree Committee, and other Board-appointed committees.

             

As your fellow-residents and neighbors, we are committed to the following tasks:  

  • Hold annual elections for the CSCA board members;
  • Enforce the legally binding covenants for the community in accordance
    with the recorded Declarations, including appointing the members of the Architectural Review Committee to review and approve residents’ plans for exterior modificatio­ns, and appointment of a Tree Committee to review
    and approve residents’ plans for removal of trees;
  • Maintain and beautify public spaces including the entrance areas to
    the community;
  • Connect residents through the website, newsletter, directory, and welcoming and social events that celebrate our community’s talents
    and diversity;
  • Provide a forum for respectful sharing of concerns, requests, and interests;
  • Represent the community before government agencies regarding issues that may affect the quality of life for residents.

History of Carderock Springs and its National Historic Register Status

 

Edmund Bennett, in collaboration with Keyes, Lethbridge, and Condon Architects, designed and built Carderock Springs between 1962 and 1967.  Before its development, much of the property within Carderock Springs had been owned by Lilly Moore Stone, founder of the former Stoneyhurst Quarry on River Road and after whom Lilly Stone Drive is named. Stone lived in the historic Glenmore residence located on Comanche Court. The family of Lilly Stone had formerly operated Glenmore Farms and boarded horses on the property and, for a period of time, had bottled and sold mineral water from the natural springs located in the vicinity to residents of Washington, DC.

 

The Carderock Springs community consists of over 400 homes built in the architectural style of “situated modernism,” in which modern architecture and landscape coexist harmoniously. Houses within Carderock Springs represent a range of models suited to varying site conditions, unified by
a consistent design aesthetic to realize Bennett’s goal of a “visual community.” Mr. Bennett is widely known for his modern communities
that preserve their natural surroundings.  

Every lot in Carderock Springs is subject to recorded legally binding covenants running with the land. One purpose of these covenants is to maintain the community's architectural integrity. In 2009, the neighborhood was officially listed on the United States National Register of Historic Places. Carderock Springs was chosen as a prime example of situated modernism where houses complement and blend in with the natural landscape.

 

The nomination process began in 2004 when the Maryland Historic Trust (MHT) asked two University of Maryland professors to document “modernism” in Montgomery County, Maryland. Their 2005 report formed the basis for the nomination. Since then, the MHT has worked to further document the nomination.

 

Inclusion in the National Register is an honor for the community. Carderock’s covenants require approval from the Architectural Review Committee (ARC) and are the means for preserving the architectural integrity of the neighborhood. The Carderock Springs Architectural Design Guidelines facilitate the design process by assisting homeowners and their design team in making decisions that respect the original vision for our homes and the nature that surrounds us.

 

Architectural Vision Statement

 

In Carderock Springs, the built environment is in harmony with the natural landscape. We, the residents of Carderock Springs, declare that as we maintain, alter, and expand our homes, we will:

 

  • Respect the tradition of simple buildings of modest scale; 
  • Be conscious of, and deferential to, existing proportion of openings, horizontality and projection of roof lines, and relationships of windows and walls; 
  • Enhance the heritage of the vegetation of our neighborhood, preserving
    the valuable natural hardwood forest growth;  
  • Extend the modern tradition by insisting on contemporary design,
    while avoiding the overtly decorative.  

 

Community Covenants and Architectural Guidelines

 

Every lot in Carderock Springs is subject to legally binding covenants running with the land. Your real estate agent should have provided a copy at the time of closing. A copy of each set of covenants, indexed by street address, can be downloaded from the CSCA website:

The purpose of these covenants is to:

  • Protect homeowners’ property values;
  • Maintain the community’s architectural integrity;
  • Preserve the community’s scenic and natural beauty.

 Any exterior modification or addition to the structures on a lot, including fences and sheds, must be reviewed and approved in advance by the ARC. Modifications may include, but are not limited to, additions, alterations, exterior color schemes, and hardwood tree removal.

 

The CSCA has adopted Architectural Design Guidelines comprised of photographs, diagrams, descriptions, and examples to help you and/or your architect develop plans that conform to the covenants. The Property Modification Application process begins by submitting your application with 2 sets of plans by the 20th of the month prior to the ARC monthly meeting. Please contact ARC Chair Scott Wilets by email to cscaARC@gmail.com and inform him that you are submitting materials for review. The ARC will confirm receipt and schedule a review for the following meeting.

Architectural Review Committee (ARC)

 

The ARC is comprised of several neighborhood volunteers who possess architectural, design, and construction expertise to help assure that proposed property modifications are in harmony with the contemporary design of the community. They regularly meet at 7:30 PM on the first Wednesday of each month at the Clubhouse and welcome any residents of the community seeking to make exterior modifications. These may include additions, alterations, garages, sheds, windows, entry doors, retaining walls, mailboxes, driveways, patios, decks, fences, hardscapes, and paint colors.

 

To initiate the process of obtaining approval of exterior modifications, homeowners should complete a Property Modification Application, which includes a description of the proposed modifications, and which must be presented to, and acknowledged in writing by, each neighbor adjacent to
the site.

 

Completed Property Modification Applications to the ARC should be submitted to the ARC Chair, Scott Wilets (cscaARC@gmail.com) with two sets of plans by the 20th of the month prior to the monthly meeting.

 

If you are considering an addition or exterior modification of your home, submit your plans for review beforehand. Initially these can be conceptual plans. Subsequent submissions should be construction drawings with specific elevations. ARC members are design professionals who are able to offer helpful suggestions during the review process that can save time and money while improving your property. The meetings are open for any and every community member to attend, whether renovating or not.

Tree Removal

 

Carderock's trees are an important and integral part of our neighborhood environment, and all Carderock residents are stakeholders in our federal historic district.  Our trees help to filter and clean our air, provide shelter for birds and small mammals, and accentuate and complement our mid-century homes; and their shade moderates the temperature of hot summers. Many Carderock trees are estimated to be around 100 years old, so preservation of the tree canopy is an essential element of our community.

 

Before you get the chain saw out, you need to know that Maryland law requires that, for safety reasons, any major tree work must be performed by a Maryland Licensed Tree Expert (MLTE). Please note that an MLTE is a safety designation (that the individual has undergone required safety training) and is not the same as Certified Arborist (CA), who has special training in the care and treatment of trees. A Certified Arborist, which most residents have enlisted to help with the assessment requests, can assist you in determining whether a tree is diseased and whether treatment is advisable.  

 

Carderock Springs’ covenants (recorded by the developer of all Carderock homes) require approval prior to the removal of any mature hardwood tree.  Such approval is needed for any hardwood tree that is not dead or diseased, and is 9" or more in diameter. The Tree Committee(TC) is a volunteer committee of the CSCA that is responsible for addressing tree removal requests.  Full explanation and details of the tree removal guidelines, requirements, and process can be found on the CSCA website.

 

If you determine that you wish to remove a tree, please consult with a CA (preferred) or MLTE  before contacting the TC at cscaTREE@gmail.com. The TC will respond promptly and arrange a site visit, usually within 1-2 weeks of your request. If the tree removal is approved, the TC will provide you with a yard sign indicating that the tree work is being conducted in accordance with the covenants. If a hardwood tree is removed due to a renovation, both the TC and ARC must be contacted in advance.

 

Prior approval is not required in the event that a tree is damaged by storm to the extent that there is imminent danger to person or property. However, if the tree is otherwise healthy and it is possible to remove only damaged limbs, efforts should be made to save the tree. 

 

If a hardwood tree is removed, the Tree Committee’s policy is to require that you plant at least one replacement hardwood tree on your property, to maintain our healthy and beautiful canopy.
